The popular nickname for a mysterious serial killer currently at large in [[Vesper Ridge]]. Their identity and motive are both unknown, but the pattern of their killings seems to target mages as well as individuals in positions of authority. So far, the [[constabulary]] has been completely foiled in its attempts to catch this killer. The city’s newspapers, especially the popular [[Forum Square Gazette]], report on the Bloody Butterfly’s rampage in lurid detail.

Eyewitness accounts describe this mysterious figure as “like a walking ghost” and apparently faceless or somehow invisible beneath their (or its?) black veil.

Built 50 years prior to the events of Dim Light, this house of refuge operated for two decades with funding from the [[Harbor Ward]] [[Ward Councils|Council]] before its budget dried up and it was forced to close its doors. The fates of its original caretakers and orphans are unknown, but rumors suggest the children ended up “encouraged” to do “volunteer work” at the [[Sea of Wine|waterfront]]. [[Dockworkers Union|The Dockworkers' Union]], which now keeps a protective watch over the newly-repaired building and its current informal staff, would never allow such a tragedy to repeat itself. Perhaps this could be seen as a small sign of positive progress in a city that becomes bleaker by the day.

A “church” managed by a young priestess named [[Sister Linia]] on the site of what was once known as [[Cairwick Orphanage]]. Linia, a priestess of the [[Our Lady of the Black Rose|Black Rose]], opens the building’s doors to the public each morning for services and breakfast. Despite the offer of free food, most [[Vesperite|Vesperites]] are hesitant to set foot in a church of the heretical goddess, and [[Rook]] keeps a close eye on any visitors who do appear. According to Linia, the Chapel of Second Chances is named after a similar church to the Black Rose that stood in [[Vesper Ridge]] hundreds of years ago.

Leonora ended up on [[Pigeons Eaves Row|Pigeon’s Eaves Row]] as she wandered aimlessly through the city a few days later, and the sound of soft singing drew her through the doors of [[Cairwick Chapel]] and into the audience of one of [[Sister Linia|Linia]]'s sermons. In need of a second chance herself, she took a liking to the [[Our Lady of the Black Rose|Black Rose]]’s philosophies and asked to stay for a while. Now she makes a living selling blankets and clothing at the morning market, and trades extra clothes for food for the church.

Fortunately for Linia, [[Rook]] and [[Leonora]] both do their best to help out around the church, preparing meals and doing laundry and cleaning up messes. But neither are particularly skilled at dealing with children, so most of the interpersonal work falls to Sister Linia.

Twice as tall as the second-tallest structure in the ward, the River Gates Branch Office acted as [[Vesper Ridge Parliamentary Council|Parliament]]'s stronghold in this relatively lawless area of the city. Daunting in both name and purpose, its functions were many: each floor housed multiple large courtrooms to process immigration, visitation, civil and criminal cases, and multiple offices to issue and distribute [[Permit of Stay|Permits of Stay]] and [[Permit of Leave|Leave]]. Its top floor included a set of small but lavishly furnished suites to house the higher-ranking officials in charge of the building's operation, and its rooftop served as a watchpost for the [[constabulary]], including a docking station for small [[airships]].
