The popular nickname for a mysterious serial killer currently at large in Vesper Ridge. Their identity and motive are both unknown, but the pattern of their killings seems to target mages as well as individuals in positions of authority. So far, the constabulary has been completely foiled in its attempts to catch this killer. The city’s newspapers, especially the popular Forum Square Gazette, report on the Bloody Butterfly’s rampage in lurid detail.

The Butterfly’s most recent public appearance was especially dramatic, involving the murders of half a dozen constables and a municipal arcane scrivener, as well as extensive fire damage to the Vesper Ridge Customs and Notary Bureau River Gates Branch Municipal Office. Eyewitness accounts describe this mysterious figure as “like a walking ghost” and apparently faceless or somehow invisible beneath their (or its?) black veil.

The Butterfly’s recent crimes include the destruction of a Customs Bureau office and the bizarrely ritualistic murder of Poor Jimmy Ashcroft on the steps of Cairwick Chapel. The most famous and most enigmatic structure in the city of Vesper Ridge. Far taller than any of the Velvet Ward’s mansion spires or the Foundry Ward’s smokestacks, it looms over them all from the exact center of the Tower Ward, the exact center of the entire city. Its architect is unknown, its date of construction is unknown, and its function is unknown. Ostensibly it was built to keep track of time, and intricate systems of cogs and gears are visible behind its clock faces, but the clock never ticks. There are no visible entrances to the building, and no blueprints from its construction have ever been found. In fact, no written documents that mention the Clocktower seem to exist, anywhere. Stranger still, anyone who attempts to describe the Clocktower in writing, or portray its image on a visual medium, soon finds their work lost, the document inevitably vanishing into thin air the moment it leaves their sight.

Very recently, the Clocktower stirred to life for the first time in living memory, the hour hand ticking from 12 o’clock noon directly to 1 PM. This inexplicable motion was accompanied by the cacophonous clanging of bells, presumably originating from a belfry hidden within the tower itself. Some Vesperites report having experienced headaches and strange visions as they watched the clock tick.

Formerly a boutique doll maker from the Velvet Ward, her business collapsed after she accidentally offended Lady Kerrifer and suddenly found herself ostracized from high society. Leonora ended up on Pigeon’s Eaves Row as she wandered aimlessly through the city a few days later, and the sound of soft singing drew her through the doors of Cairwick Chapel and into the audience of one of Linia's sermons. In need of a second chance herself, she took a liking to the Black Rose’s philosophies and asked to stay for a while. Now she makes a living selling blankets and clothing at the morning market, and trades extra clothes for food for the church.

Rook and Poor Jimmy plotted to steal one of these documents from a certain Supervisor Argrave of the Black Light Mining Company; apparently in order to leave the city, the name on the document is much less important than the presence of the document itself. Though Poor Jimmy did not live long enough to take advantage of the Permit, Rook suggested that it may still be quite valuable to the party.

A very anxious wizard currently helping out at Cairwick Chapel. He would rather be somewhere else right now.

A friend of Rook’s, a jittery young wizard who until recently was taking shelter at Cairwick Chapel as he made his ill-fated plan to flee the city. Evidently, his fears of being stalked by the Bloody Butterfly were well-founded, and his salvation in the form of a stolen Permit of Leave came just barely too late to spare him his grisly fate.

Often shortened to “Parliament” or “the VRPC,” this is the highest governing body in the city. There are 47 seats on the council; 24 are appointed directly by the eight high noble houses, and 23 are elected to represent various city wards in a semiannual vote. The Duke and Duchess Vespridge have veto power on all legislation passed by Parliament. Parallel to the VRPC there exists a High Court with judges appointed by the Duke and Duchess Vespridge, and beneath these governing bodies exist many petty courts and bureaus of public servants that administer the city's daily hustle and bustle.

The VRPC’s most recent edict, issued just hours ago and currently being announced by mail couriers throughout the city, was a weighty one: a full lockdown of all city gates, effective immediately and indefinitely. Presently, the party has not learned Parliament’s reason for issuing such a decree.
